Official point of view. Adviser to the President of Artsakh: «Dissolution decree no longer exists, Karabakh will not be dissolved as of January 1»

The presidential decree on dissolution of Artsakh (Nagorno-Karabakh) no longer exists. Vladimir Grigoryan, adviser to Artsakh President Samvel Shahramanyan, claimed this in an interview with the RFE/RL Armenian Service. He emphasized that the basis for this is the October 19 decree by the president, in accordance with which the president, minister of state, members of the government, the parliament, the secretary of the security council, law enforcement agencies, the mayor of capital Stepanapakert, and the heads of administrative regions of Artsakh continue to hold office on a public basis; that is, without remuneration.

Samvel Shahramanyan’s aforesaid decree adds that the documents issued on behalf of the Republic of Artsakh after October 1 are valid.

Does this mean that Samvel Shahramanyan will no longer sign a new decree on canceling his September 28 decree on the dissolution of Artsakh? Shouldn’t we wait for a new decree?

No, there is no need to wait. Since the decision to dissolve Artsakh was illegal and the decree of October 19 was adopted after that, and a number of legal normative acts were also adopted, it implies that the Republic of Artsakh will be after 2024.
