IPTCA: Open appeal to the deputies of the French Senate

The Organizing Сommittee of the International Public Tribunal for Crimes of Azerbaijan (IPTCA) thanks the senators of France, Bruno Retailleau, Patrick  Kanner, Hervé Marseille, Eliane Assassi and Guillaume Gontard for the draft Resolution on the recognition of the Nagorno-Karabakh Republic and hopes for its adoption by the French Senate  http://www.senat.fr/leg/ppr20-145.html

At the same time, the IPTCA Organizing Committee proposes to consider the revised version of paragraph 10 and additional 5 paragraphs.

P. 10 as amended:

  • Considering that the Armenian population, when it was under the rule of Azerbaijan, was repeatedly subjected to organized massacres, in particular: in Baku (September 1918), in Shushi (March 1920), in Sumgait (February 27 – March 1, 1988), in Kirovabad (November 23, 1988), in Baku (January 12-19, 1990), in Maragha (April 10, 1992); was subjected to ethnic cleansing in the Nakhichevan region during the Soviet period; and also that Azerbaijan has been systematically pursuing a state policy of Armenophobia, discrimination, culturecide for more than 30 years;

Additional five paragraphs:

  • Taking into account the rights of hundreds of thousands of Armenians who were forced to leave Azerbaijan from 1988 to 1991, and their descendants,
  • Considering the distorted image of the Karabakh problem imposed on the International Community by Azerbaijan and Turkey, which arose as a result of the forcible transfer of Nagorno-Karabakh and Nakhichevan to the Azerbaijani SSR in 1921 and the recognition by Europe of the borders of the Republic  of Azerbaijan in 1991 within illegitimate borders, and taking into account the resulting special responsibility of Europe for the peaceful resolution of the Karabakh problem https://aga-tribunal.info/en/europarl_14-6-2020_en/
  • Taking into account that the terrorist war from September 27, 2020 by Azerbaijan, Turkey and jihadist mercenaries against the Armenians of Nagorno-Karabakh was accompanied by massive war crimes, crimes against humanity and culturecide, some of which are presented in the official reports of the Ombudsmen of Armenia and Artsakh https://artsakhombuds.am/en/document/766 https://aga-tribunal.info/en/tatoyan-18-11-2020-en/ https://aga-tribunal.info/en/pashinyan-threats-en/
  • Taking into account the Statement of October 22, 2020 on direct threats of genocide to the Armenian population by 78 prominent genocide experts from 21 countries, including France https://aga-tribunal.info/ysu-22-10-2020-en/
  • Noting that the countries of the world did not fulfill the requirements of the UN R2P principle (Responsibility to Protect) in order to stop the crimes of Azerbaijan, which have been continuing since September 27, 2020, and the growth of new direct threats of genocide https://aga-tribunal.info/en/un-12-10-2020-en/
